This photograph is a headshot of an unknown man. The envelope title suggests that the photograph was taken when he became a US citizen. It is unclear if "Rhinelander" means that he lived in Rhinelander, Wisconsin or if he had immigrated from the Rhineland in Germany. This photograph came out of envelope 9: Citizenship of Rhinelander Man, December 1941.
